However, they did not count on Onizuka's own secret ambitions; the mad Onizuka wanted to create a new species, by fusing a grasshopper's DNA with the test subject's, in order to start a new civilization and be their god. Tsukasa travels to his home world of the World of Decade, where he discovers the origin of his powers and his true heritage as the leader of Dai-Shocker. The film features all ten of the lead Heisei Kamen Riders, as well as all of the Shōwa period Kamen Riders, leading to a total of 25 Riders.

He then runs into a young woman named Yu Kamimura who can become Belle Mask Poitrine and can use magic like him. The third and final part of the film is Movie War Ultimatum. The three Akumaizer from the Underworld to plan to invade the land of the living. Kamen Riders Wizard and Fourze must fight to stop the Akumaizer and their Monster Army.
