Turtle continues his routine of selling American cigarettes to local shop owners on the black market. An old man approaches him to try to buy a single cigarette, which he refuses, and instead simply gives him one of his own. Lily tells Turtle that she's moving to America, and suggests he follow her. He has flashbacks to when his family was killing the the atomic bombing, while struggling to understand why his health is failing (implied radiation poisoning). It's revealed that the old man is actually the proprietor of a money lender called One Percent Loan, helping poor citizens get back on their feet. Lily finds out later that she was deceived, and isn't actually going to America with the General that promised her.
